Is the governing body of the London Hackney Carriage Taxi & Private Hire industry
And is also part of the London Metropolitan Police.
It was originally set up in 1850. And first located in 'The Bungalow', an annex to the New Scotland Yard in Whitehall, it moved to 109 Lambeth Road in 1919, remaining there until 1966 when it moved to its present home, 15 Penton Street, London N1 9PU. It is responsible for the licensing of drivers, vehicles and operators and undertakes rigorous overhauls of all vehicles once a year.
Complaints to the PCO are extremely rare
But all complaints about the driver, vehicles and Operators are handled by the PCO who have the power to revoke both a driver's & operator's licence.
However - All complaints should first be addressed to Private Hire Operator and only addressed to the PCO if no satisfaction is reached.
Drivers have a unique badge number.
Which they must display at all times when working. However; if this number is unavailable for any reason the Private Hire Operator is obliged to give it to you along with their own operator licence number.
